Note that there are very few changes since the previous version.  Notably:

    * Updates to the authors due to retirements(!)
    * Updates to contributors information
    * A new introductory paragraph
    * An additional sentence about character encodings

Comments welcome!

This version has been posted with fairly restrictive IP language.  The
intent is to have one more draft with less restrictive language, but due
to a change in IETF policy surrounding IP, and the time it takes to
gather all the sign-offs, the authors decided to release the document
sooner, rather than wait for agreement on updated language.
