Title: BWS20004 incorrectly talks about 'available ports for the 
reference' rather than '... reference binding'.

Description:
BWS20004 states:

If the wsdl.service form of wsdlElement is used on an SCA reference 
binding, the set of available ports for the reference MUST contain at 
least one port.

The available ports are for the specific reference binding not for the 
reference, which may contain alternate bindings.

Proposal:

Replace BWS20004 text with:

If the wsdl.service form of wsdlElement is used on an SCA reference 
binding, the set of available ports for *that* reference *binding* MUST 
*be non-empty*.
