Your last point about modifying test suites, I agree with. Although I'm 
not sure why appropriate instructions to not run particular tests, where 
appropriate, isn't sufficient. We already require folks to use the 
appropriate env variables etc.

On you other points, I don't quite see it. To me it is all about tests, 
not optionality. Mandatory parts sometimes just aren't testable, and we 
just mark them as such. Why are optional parts different? Either they 
are testable, in which case we should test them. Or they are not, in 
which case we should mark them as such.
