Which implies this is an optional

Proposal:
Make support for ?wsdl
non-normative
by replacing BWS20029 with the following text:
SCA runtimes can allow access to
WSDL
descriptions for services with web service bindings, either
directly using
the common practice for HTTP endpoints of sending a GET request
to that
endpoint with the "?wsdl" suffix, or by publishing the WSDL to
a shared repository.
Remove BWS20028.
Update the test case document
test assertions
as appropriate for the removal of these statements.
