Updated revision for CSD upload request (TCADMIN-578)

With regard to:
CSD Creation / Upload Request for SCA Web Services Binding
Specification Version 1.1

15-Day CSD PR Request for SCA Web Service Binding Specification
Version 1.1
(http://tools.oasis-open.org/issues/browse/TCADMIN-582)

and the recent discussion around updating
cross-references, the SCA Bindings TC resolved yesterday to replace the
working draft candidate for the requested CSD upload by a more recent draft
including updated normative references to other SCA specifications.

The revised request details are as follows,
I'm hoping we can deal with this as a modification to the existing requests
and not need new ones:
