Looking at the spec to decide how I'm going to vote on the ballot - a question

Did we discuss in detail whether SCA-JCAA should be a normative or 
informative reference during one of the calls that I missed?

From reviewing the specification, it doesn't appear to be used in a way 
that justifies a normative reference. But I don't think it does any harm 
to have it that way.

(... and no, I don't think this really needs to be redone to fix it, 
whereas an error in the opposite direction might need to be considered.)
