First, some thanks for some considered
work on this.
I think the situation is perhaps worse
than you paint it. In order for a component to "hand out"
an EPR to itself, it has to know a complex
set of stuff. It has to know:
a) What service exposure(s) it has -
this to include bindings + policies for each that applies
b) What bindings and policy combinations
might be acceptable to the partner service to which it
is going to send the EPR.
Looked at in this way, what we are really
talking about is the "wire resolution" mechanism of SCA.
ie "find me an EPR that corresponds
to a valid wire that will connect from the remote component to
me". This stands a chance
of working in a wholly SCA domain. For anything outside the SCA domain
some extra metadata is necessary to
pull off this feat.
I am inclined to agree with your approach
and do nothing. SCA provides the callback mechanism to
avoid the implementation code needing
to worry about this kind of stuff. If that isn't enough, then we
are
getting into very deep waters and I
see a lot of extra complexity arising for a small and unusual set of
usecases.

It seems that the scenarios we would be able to address are limited to
very
simple cases. As a result, the recommendation is now "close without
change".
The attached slides have some more details about the different cases.
