Description:

The RFC 2119 guideline for using the word 'MAY' is:
This word, or the adjective "OPTIONAL", mean that an item is
truly optional. One vendor may choose to include the item because a
particular marketplace requires it or because the vendor feels that
it enhances the product while another vendor may omit the same item.

SBPEL3021 reads as: An SCA extension attribute sca-bpel:requires MAY be used to declare required policy intents on a partner link.

The word 'MAY' in this statement is intended to point out a feature that is available for users of the products implementing the specification and is not intended to point out the optionality from a vendor implementation point of view.

Proposal:
Change SBPEL3021 to read as:
An SCA extension attribute sca-bpel:requires is used to declare required policy intents on a partner link.
