Title: Incorrect use of 'MAY' in SBPEL3014 and SBPEL3017 statements

Target: SCA BPEL C&I PR 01

Description: The statements SBPEL3014 and SBEL3017 describe how a partnerLink can be mapped to an SCA service or a reference respectively by attaching the corresponding attribute defined by the SCA BPEL specification. The use of RFC 2119 'MAY' keyword is not appropriate for such descriptive and non-normative statements.

Proposal:
Replace the keyword 'MAY' with 'can' and delete the conformance IDs for the SBPEL3014 and SBPEL3017 statements.
Note: This proposal is to override the previously adopted resolution for the same problem (replace 'MAY' with 'MUST') under issues BPEL-33 and BPEL-34
