As discussed in the TC call, this BPEL process has two problems.

(1) The value of the attributes process/@queryLanguage and
process/@expressionLanguage SHOULD be
   "urn:oasis:names:tc:wsbpel:2.0:sublang:xpath1.0"
which represents the usage of XPath 1.0 within WS-BPEL 2.0. Support for
XPath 1.0 is mandated by WS-BPEL 2.0.

The WS-BPEL runtime may support XPath 2.0 (which is probably meant here),
but the attribute value
   "urn:oasis:names:tc:wsbpel:2.0:sublang:xpath2.0"
is not standardized anywhere.

(2) The start activity (receive with createInstance="yes") MUST be the
first activity within the sequence, so move the assign after the receive.
Again, the WS-BPEL runtime may support the current order but this is not
compliant with the BPEL spec.
