Title: Replace osoa.org schema namespace with OASIS namespace in C C&I

Target: C Client and Implementation Model

Description:  The C Client and Implementation Model currently specifies a target namespace of "http://www.osoa.org/xmlns/sca/1.0".  This namespace should be updated to match OASIS conventions.  The namespace should also be updated to match the current spec version number.

Proposal:  None, however the namespace used should be coordinated with the other OpenCSA TCs.  The OpenCSA group also needs to determine if each spec will have it's own namespace, or if there will be a common namespace for all SCA specs.
