Subject: ISSUE 1: Intent annotations

One of my comments in the document I
sent on this issue deals with specifying the rules for applying annotations
to specific C++ program elements. While this is not much of an issue
for the annotations that have already been defined, it becomes one with
@Requires, @PolicySets and the intent specific annotations since they can
apply to different types of C++ program elements. We can address
this in the policy intent section, or we can add a subsection to section
8 where annotations are first defined (this is m preference). What
do others think?
Should this be tracked with a separate
issue?
