Title: Define a grammar for C annotations

Target: C Client and Implementation Model / C Annotations

Description:
The current description of C annotations is currently informal, with the
main definition of what they look like coming through examples.  Since C
does not natively define a concept of annotations (like Java), we should
provide an explicit grammar for interpreting annotation syntax.  This
includes defining both the explicit syntax, as well as any relationship
between references in the annotation to the rest of the source.  For
example, in the proposal for supporting intent annotations, one of the
annotations references a #define string.
