An updated/more complete proposal.
Key changes:
- Made the format of the annotation descriptions consistent with those in the existing C++ C&I document
- Added preliminary text for the other Policy Intents in the Policy Framework specification and the Transaction Policy document that will be incorporated into the Policy Framework specification. These sections will need more details before we are done.
