NEW ISSUE: Remove callback customization

Target: C++ and C specifications

Description:  The Assembly TC has
approved an resolution removing the callback customization functionality.
 This means the corresponding support needs to be removed from C++
and C.

Proposal:
Remove the setCallback() method from
serviceReference and the corresponding discussion in section 6.2.4.  Add
a comment on this in the migration appendix.
Remove the SCASetCallback() function
from the Asynchronous Programming API and the corresponding discussion
in section 5.2.4.  Add a comment on this in the migration appendix.
