Subject	[sca-c-cpp] NEW ISSUE: C/WSDL Mapping

Target: C Client and Implementation Specification 

Description:  The current C/WSDL mapping on a combination of the OMG
WSDL to C++ mapping and the C++ to WSDL mapping defined in the OSOA C++
C&I specification.  We have concluded that this combination does
not work for C++ and we need to make corresponding changes to the C C&I
spec. 

Proposal:  Base revised mappings on the resolution of issue 17.
