Target: C C&I specification CD-01 Rev 1 

Description: 

Section 7 of the C specification describes the SCA APIs. 

These APIs have several functions with various parameters and return values.
The descriptions of these functions are all very brief and do not adequately
describe preconditions, postconditions, nor adequately describe the parameter
values and return values for the functions. 

The lack of clarity and detail means that implementers and users of the
API cannot be sure what is expected from each function.
