These can go separately from the SCA
Assembly and Policy specs.. Our original objective was for
the Assembly and Policy specs to go out and for these to follow shortly
(a week or two) thereafter.

by passing of unanimous motions to
A) Submit the Client and Implementation Model for C++ specification Committee
Draft 3 package [2] as the Public Review Draft

C) Hold the Public Review both specifications for 60 days
Please initiate the public review of the SCA Client and Implementation
