Subject: NEW ISSUE: C++ Conformance text corrections

Description:
1) OASIS guidelines require more specificity in our conformance clauses
about MUST conformance points having to be implemented.
2) The conformance points for major options sections are combined with
mandatory sections, This makes the conformance clauses confusing
and contradictory.
3) There is a MAY statement in section
D.7 that is not included in a conformance point.
Proposal:
1) Add the phrase "notably all mandatory statements have to be implemented|supported"
to conformance clauses referring to conformance points.
2) Split the conformance points in appendix F for the appendices into subsections
for annotations and WSDL extension conformance points and make corresponding
changes in the conformance clauses discussing annotations and WSDL extensions,
3) Convert the statement in D.7 into
a conformance point.
