- Basic direction of proposal is OK
- Add example showing a macro that has to be handled
- Restore text about all types being allowed in a local interface but not as a normative
  statement

6. Testing
   a. Multi-threading/parallel requests/scopes

- Consider removing second sentence of CPP20012 (and similar statement in C)
- Even if a frees a class instance if a static variable is used it is not always possible
  for a runtime to unload a library containing an implementation
- Should add statement about what is expected of a stateless implementation
