NEW ISSUE: Update SCA namespace to ...200912

Spec (CD 03 Rev 4 of each) 

Description: As described in a note from Mike Edwards,  the Assembly
TC has changed the date identifier of the SCA namespace to be 200912.

Proposal: Update all uses of/references to the SCA namespace to have a
date of 200912.  See:  and
