Yes, you have found a bug in the spec
here.  I will raise an issue.

The web-jsptaglibrary_2_1.xsd is not
the easiest XSD to follow, but  my reading of the <attribute/>
element schema
says that if you use a <type/>
child element, then it MUST be preceded by a <rtexprvalue/> element.

I believe that for the SCA JEE taglib,
the value of <rtexprvalue/> should be "false" for both
the "name" and the "type" attributes
- anyone think differently??

The SCA Tag Library TLD, described in section 5.4.4 Using SCA References
from JSPs,  is not compliant with web-jsptaglibrary_2_1.xsd, this
causes a SCA application that have dependencies on this TLD to fail deployment
in runtimes that enforce validation. The complaints are basically around
missing "rtexprvalue"
in "attribute" definition.

Is this known, or should I create a new issue for this ?
