ISSUE 1: Access from unmanaged clients

Here is a simple proposal for the part of issue 1 that Dave Booz and I
signed up for.  Dave put together the first draft, then we iterated on
it a couple times.  I didn't get a thumbs up from Dave on my most recent
changes, but I wanted to get the current draft out to the list so that
we can discuss it on tomorrow's call.
