TARGET: Java Common Annotations and APIs, WD 04, section 6.7.5
DESCRIPTION: Clarify meaning of "should implement"
On line 595, it isn't clear whether the phrase "should implement"
refers to "implements" in the strict Java language sense, or whether
it means that all the methods of the Java interface are available
on the implementation class.
