I chose "implementation" vs. "runtime" to allow for the possibility of tooling, being part of an implementation, doing the verification. However, either works as far as I am concerned.

I think you should change the last sentence to:

An SCA
Runtime MUST verify the proper use of all annotations and if an annotation is improperly used, the SCA Runtime MUST raise an error.
