DESCRIPTION:
Section 10 line 2043,2044 constrains the WSDL<->Java mapping to exclude holders which unnecessarily and arbitrarily inhibits certain use cases.

PROPOSAL:
Remove the constraint on holders.
Defer consideration on this issue until after public review has begun. Stated another way, treat issue as a public review issue for now.
