JAVA-125: proposed resolution (updated to consider Assembly-109)

Hi All,

Assembly-109 has added an @remotable
attribute to the base interface definition and describes the responsibility
of each interface type to define how the attribute is used and relates
to any interface type specific mechanisms (e.g. @Remotable).  In light
of this, I've had another go at JAVA-125.  Please find attached a
document containing the proposed changes.  The edits are now confined
to section 3.1 which adds the @remotable attribute and definition, including
how it relates to the @Remotable annotation.
