Dave,
I'd like to volunteer to take this on and prduce a proposal by Sunday
for consideration on Monday's call.

I have an outline proposal in mind that I think is reasonably
straightforward.  (Ever the optimist!)

After a short TC discussion I think it will become clear whether this
will be easy to resolve or whether it needs to be deferred.
