The Java C&I specification defines <implementation.java/> but does
not contain a section containing the schema for <implementation.java/>
2)
Section 9 of the Java C&I specification contains the normative definition
of <implementation.java/> but it does not describe the
@requires
and @policySets attributes that apply to this element
