Subject: NEW ISSUE: Some tests are actually optional

TARGET: Test Cases CD01

DESCRIPTION: Some of the test assertions indicate pre-reqs for optional
capability.  Specifically this happens WRT direct and external attachment
of policySets since the spec does not require both to be supported.  As a
result, not all the tests in the test suite have to be run if a vendor
decides not to support one of direct or external attachment.

Provide two new "all tests" JUnit drivers that are customized for each
possible combination.  AllTests.java already exists and will be used by
vendors that support both external and direct attachment.
AllDirectAttachTests.java will run all the tests that a vendor which
supports ONLY direct attachment has to run.  Likewise,
AllExtAttachTests.java will run all the tests that a vendor which supports
ONLY external attachment has to run.  The difference between the files is
as follows:
- AllDirectAttachtests.java omits POL_3016, POL_4010, POL_4013, POL_4015,
and POL_4028.
- AllExtAttachtests.java omits POL_4016, POL_4018.

Finally, text is added to the test case specification to explain the three
JUnit test drivers.
