New co-chair for SCA-J TC

Hello,

As per the TC minutes for Aug 16 [1], Anish Karmarkar is elected as
co-chair of the SCA-J TC.  I've changed his role in the roster to 'chair'
but I think there is also some admin work that has to happen.  Please
promote Anish to chair and let me know if there's anything else I need to
do.
