Title: CAA testcase doc does not have a link to the zip file containing 
the tests

Target: CAA testcases doc

Description:

The CAA testcase doc does not have a link with the zip file containing 
the actually tests that folks are expected to run.

This is an CAA analogue of issue 227

Proposal:

1) Add related works link to zip file with a description
2) Update conformance with:
a) The artifacts contained in the <URL-to-zip> are considered to be 
authoritative and take precedence over the artifacts described in this 
document
b) An implementation that claims to conform to this specification MUST 
be able to run all applicable Tests in Section 2 TestCases, producing 
the Expected Output.
