NEW ISSUE: CAA test assertion document does not have a conformancesection

Title: CAA test assertion document does not have a conformance section

Target: CAA TA document

Description:
CAA TA document has a 'null' conformance section. OASIS process rules 
require that a CS/OS document have a conformance section.

Proposal:
The TA document is used to debug the spec and is a stepping stone to 
getting to the testcases document. As such, it isn't necessary for the 
TA document to exist independent of the TC document. Move the TA 
document (edited appropriately) to an appendix section of the TC 
document. This will also mean one less document to manage.
