[OASIS-issue7] JCA70002 is too restrictive for implementation intents

Now that we are using OASIS JIRA, every TC member has a JIRA account. I 
don't think there is any need to send an email to the list to raise an 
issue. Anyone wanting to raise an issue should just raise a JIRA issue, 
an email is automatically sent to the list. In fact, I think everyone 
should comment in JIRA (on an issue) instead of the list so we have one 
single place to go look for discussion on the bug/issue. The 
chairs/issue editors will still be responsible for updating the status 
of the bug. Thoughts?
