NEW ISSUE: Targeting policySets to bingings.ws

TARGET:  SCA Policy Framework

DESCRIPTION :  Provide a consistent means of defining a policy that 
applies to certain forms of
WSDL binding irrespective of whether the binding is supplied in a WSDL 
document
or via a sub-binding element.

Note that a policySets can already target specific WSDL bindings, using 
XPath's
document() function. The problem is that it is inconsistent with the 
XPath that
would be written if, for example, <binding.ws><soaphttp> is used to 
define the
binding.
