[NEW ISSUE] URL for ws-policy XSD is incorrect

DESCRIPTION:

The URL for the location of the ws-policy.xsd
is incorrect.

In sca-policy-1.1-spec-wd-03, the reference
to the ws-policy.xsd is on lines 1856 - 1858:

namespace="http://schemas.xmlsoap.org/ws/2004/09/policy"
schemaLocation="http://schemas.xmlsoap.org/ws/2004/09/ws-policy.xsd"/>

Using the URL for the schema location
causes an error.  The URL is invalid.

PROPOSAL:

Change the schemaLocation value to the
following URL, which is the correct one for this XSD:

http://schemas.xmlsoap.org/ws/2004/09/policy/ws-policy.xsd
