Thanks for doing the minutes.

In the resolutions, I think you want "Issue 42 moved to open state".
 
Not issue 40.
This was Mike Rowley's issue on policySets/intents on overridden 
bindings, etc.
The issue number was not in the Agenda.  That probably caused the
confusion.
