DESCRIPTION: Lines 371 and 378 [1] illegally use intent/@constrains on an
intent qualifier.


From the spec:

  <intent name="managedTransaction.global" constrains="sca:implementation">

      <description>

            Used to indicate that a component implementation requires a
      managed

            global transaction.

      </description>

  </intent>



  <intent name="managedTransaction.local" constrains="sca:implementation">

      <description>

            Used to indicate that a component implementation requires a
      managed local

            transaction.

      </description.>

  </intent>




PROPOSAL: Remove @constrains from the intent definitions.
