DESCRIPTION :  Need to be more precise about what a policySet provides

There are really two problems:
1. The spec needs some words to say that the Policy/Policies in a
policySet need to provide the intents
that it says it provides.

2. Sometimes it is difficult to tell what a policySet provides.  See
