The resolution is described here: http://www.osoa.org/jira/browse/ASSEMBLY-57 This resolution is in conflict with section 4.8.1 (line 1050, 1051 from WD05), and possibly other text in the specification. The Policy TC needs to examine the resolution to ASSEMBLY-57 and then react accordingly.
