Subject: NEW ISSUE: Clarify scope of ordered intent

TARGET: SCA Policy Framework Specification
DESCRIPTION:
The current definition of the ordered
intent does not make it clear what the scope of ordering is. It appears
that the aim is to enforce ordering of requests sent on a specific wire
between a reference and service, and that ordering between requests using
different wires is not controlled by this intent, but the spec is silent
on that matter.
From the point of view of bindings specs,
this is a result of issue BINDINGS-7 which requests clarification of the
behaviour of the ordered intent from the point of view of the JMS binding.
PROPOSAL:
Explicitly state in the policy spec
that the ordered intent applies at the scope of a wire and that it does
not guarantee ordering across multiple service consumers or service implementations.
