Subject: Proposal for resolving Issue 59
A motion for direction for resolving the Issue 59 [1] was passed on the 10/27 conf-call [2] and I took an AI to propose the actual specification text that follows the approved direction.
Attached is my proposal (in the form of a change-marked revision of WD09).
