[ISSUE 64] Proposal

Folks,

Here is the proposal for Issue 64, as
a marked up version of the Policy specification:



The changes:

1) A new appendix is created to contain
the <definitions/> XML file that contains the declarations for all
intents
formally defined by the Policy spec.

2) All the Intent definitions that were
formerly inline in the spec are removed, since there is no need for repetition

3) The sca-policy-1.1-schema-200803.xsd
in Appendix A has been completely revamped as it was an old OSOA
version and also contained several XSD
errors.
