I think this competes most of the RFC2119 review items actioned during the
F2F. There are several AI's still not completed, but these are (generally)
new issues - not RFC2119 related.

I have added review comments that point to the AI's from the F2F that have
been completed. You may find it easier to just look at these rather than
all the review items. (There are a lot of changes in some sections and its
very difficult to see what's been changed)

I will send an E-mail with detials of the AI's completed and those that
remain.
