Description:

[POL40006] currently reads:

"If the policySet on a <componentType/> has a @provides list that includes an intent
that is listed in the @provides list of a policySet on the <component/>, the
componentType policySet MUST be ignored."

The problem with this is that it is hard for a deployer to be sure what policies actually apply
to a component or to one of its subelements.  The deployer has to know what policySets are
in the componentType and then either agree that they are OK, or ensure that each one of them
is overridden.  This is hard to do for a Domain with a large collection of components.

It is far simpler to have a rule that says that ANY policySets applied to the component (either by
direct attachment or by external attachment) override ALL policySets on the componentType.
Then a deployer just has to assure that each component or component subelement has some
policySet attached (eg by external attachment rules) and they are done.

Proposal:

Change [POL40006] to read as follows:

"If a component has any policySets attached to it (by any means), then any policySets attached
to the componentType MUST be ignored"
