I am happy to merge Martin's work (and any deltas on that work) on top of the latest RFC2119 draft. Mike E is taking the pen now to do his todo's so I will wait until he's done.
I have a few comments:
A) All the statements begin 'if marked', or something similar, can we find a better wording? How about something like 'When present' or 'When attached'?
B) POL100003 - Doesn't mean what you've written. In plain terms, I think it means 'the binding has to support the JMS API because the application wants to take advantage of that'....which IMO is analogous to...the assembler MUST put binding.jms at this point in the assembly.
