Hi Raymond,

We discussed this question on the call today. The @attachTo attribute has a 'command-like' semantic to it. The policySet is attached to the specified location in the Domain. On the other hand, the appliesTo= attribute has a conditional aspect to it in that a policySet only configures some of the elements relative to its attachment. It was felt that the difference in semantic justifies using different forms for the attribute names. The TC decided to leave the attribute names as they are now.

Hi,

There is an inconsistency for the <policySet> element in the policy spec draft. @attachTo is different from @appliesTo and @provides which are singular verbs. Should we use @attachesTo instead?
