It seems that the decision from the TC
is to leave @attachTo as-is as it bears a "command-like" semantics.

Around line 633 (pseudo schema), line 3030 (formal schema) and other references
of @attachTo in the document, there is an inconsistency for the <policySet>
element in the policy spec draft. @attachTo is different from @appliesTo
and @provides which are singular verbs.
PROPOSAL:
Rename @attachTo to @attachesTo for <policySet>

Hi,
There is an inconsistency for the <policySet> element in the policy
spec draft. @attachTo is different from @appliesTo and @provides which
are singular verbs. Should we use @attachesTo instead?
