May be desirable to rescind 2/3 rule for new issues - in consideration of Public Comments.

Mischkinsky:

OASIS rules require us to address PR comments

Karmarkar:

Rule was to prevent fivolous issues to aid reaching PE - seems appropriate now to relax.

Wells:

Attendance may also be a problem now that other TC's require more committment

Blames me for stirring things up wrt MAY statments :-)

There are some questions

1) Sould the definitions file be a conformance target?

2) Do we need tests for mutually exclusive intents

3) Actaully cannot in general test what a Policy actualy does (program verification prolem)

Wells:

Can we please make PDF and or Word versions of docs as well as ODT?

OK Will do.
