Subject: ISSUE 74: What does @requires and/or @policySets mean on properties -proposal

I'd like to propose that we resolve this issue [1] by removing the ability to attach intents and policySets to properties.

The history on this goes back before OASIS. I believe that @requires and @policySet attributes were added to the entirety of the SCA Assembly model "just in case" it was needed, but without concrete use cases for all SCA Assembly elements.

Proposal:
As for the proposal, first, there only appears to be one place in the SCA Policy FW spec that needs to be updated. See line 909 in [2]. I propose that we replace 909 with the following:

The SCA runtime MUST raise an error if the @attachTo XPath expression resolves to an SCA <property> element, or any of it's children. [POL400xx]

Second, the SCA Policy TC should inform the Assembly TC to remove the support for @requires and @policySets on property elements.
